The European Commission has proposed reinforced rules on asset recovery and confiscation in relation to oligarchs, and also proposed that violation of such EU restrictive measures be considered an EU crime. Breaking EU sanctions on Russia is already a crime in the majority  of EU member states. The proposal aims to make evasion of such restrictive measures a serious crime in all member countries, as a result financial institutions should ensure sanctions policies and procedures adequately comply with EU sanctions regimes.
