Joint Proposal to Implement Digital Securities Sandbox

The Bank of England and the Financial Conduct Authority (FCA) have set out proposals to implement and operate the Digital Securities Sandbox (DSS).

These proposals will enable participants to utilise emerging technologies such as Distributed Ledger Technology (DLT) to undertake the activities typically linked with Central Securities Depositories and Trading Venues. .

The Bank of England and the FCA will work together to operate the DSS, with the primary objectives being:

  • Facilitating innovation to promote a safe, sustainable and efficient financial system;
  • Protecting financial stability;
  • Protecting market integrity and cleanliness.

Firms are invited to provide feedback to the specific questions posed as part of the consultation documents, as well as general feedback on the draft guidance document. The closing date for responses to the consultation paper is 29 May 2024.
